- Main condition: the PTA blocks betting apps and domains. The State Bank restricts gambling transactions.
- Enforcement so far: action targets operators, apps and payment channels. There are no widely documented prosecutions of individual bettors.

Pakistan is not Bangladesh (or India) on legality
South Asia legal pages share a colonial 1867 gambling-act ancestry. The live enforcers and money rails diverge. This page is PTA + State Bank + JazzCash/EasyPaisa + qimar framing — not a reskin of the Bangladesh guide.
- Enforcer names: Pakistan Telecommunication Authority (apps/domains) and State Bank of Pakistan (transaction friction) versus Bangladesh’s BTRC + Bangladesh Bank pair.
- Religious-law language: Pakistani public discourse and statutes lean harder on qimar / Islamic injunctions. Bangladesh debates are more Public Gambling Act + operator crackdowns (e.g. 2019 casino drive) without the same PTA-style app purge narrative.
- Tax story: Pakistan lacks Bangladesh’s clearer withholding-on-winnings conversation. FBR “other income” rules may still apply — different homework than NBR.
- Deposit reality: JazzCash/EasyPaisa and USSD paths, not bKash/Nagad. Product detail: JazzCash guide vs bKash.

The company’s licence vs your legality
Two questions that get mixed up constantly:
- The company’s licence — 1xBet is not licensed or authorised in Pakistan.
- Your legality — gambling is prohibited for residents under both statutory and Islamic law. The grey area is in enforcement against players, not in whether gambling is legal.
The legal framework
Public Gambling Act, 1867. Inherited colonial statute that criminalises keeping or operating gaming houses. It predates online betting but sets the baseline prohibition.
Prevention of Gambling Act, 1977. Reinforces the ban on gambling and betting in Pakistan.
Islamic law. Gambling (qimar) is prohibited under Islamic injunctions that inform Pakistani law — a key difference from secular grey-area markets. This underpins the consistent official stance against betting.
PTA blocking & app bans. The Pakistan Telecommunication Authority orders ISPs to block betting/gambling domains. It has banned numerous betting and unlicensed financial apps.
The August 2025 NCCIA list — 1xBet named directly. Pakistan's cybercrime agency (NCCIA) declared 46 mobile apps illegal in a nationwide crackdown on online gambling and unregulated trading, and asked the PTA to block them. 1xBet is on that list, alongside Bet365, 22Bet, Dafabet and the Aviator app. Under the Prevention of Electronic Crimes Act (PECA), hosting gambling apps or sites is now treated as a cybercrime with heavier penalties than the old gaming-house offences. A petition before the Islamabad High Court (September 2025) pushes for even broader blocking, naming the same brands. Expect mirrors and APKs to keep vanishing.
State Bank of Pakistan. Restrictions on gambling-related transactions and on moving funds abroad make deposits and withdrawals unreliable. The pressure is on the money rails.
Tax on winnings
Pakistan does not levy a specific betting-winnings tax on individual players. Income from other sources can still be taxable above the standard threshold under Federal Board of Revenue (FBR) rules. Keep records of deposits, bets and withdrawals and check with a local accountant. This is not tax advice.
PTA apps, provinces, and what “grey area” actually means
Pakistan’s story is not “illegal but nobody cares” in one sentence. Three layers matter for readers who arrived from a neighbour legal page:
- PTA app and domain blocks are the daily friction: betting APKs and domains disappear from stores and ISP lists (the NCCIA’s August 2025 list names 46 apps, 1xBet included); operators rotate mirrors. That is a different rhythm from Nepal’s NTA narrative or India’s 2025 national ban.
- State Bank friction hits JazzCash / EasyPaisa and cards when gambling merchants are flagged — see the product rail walkthrough on JazzCash deposits (mechanics only; does not legalise play).
- Province-level culture and enforcement intensity can differ in practice (urban vs rural, provincial cyber units, local campaigns). There is still no licensed online sportsbook framework at federal level and no “pick a province and it becomes legal” shortcut. Do not treat a Lahore café story as a legal green light.
- PSL / cricket product demand is why overseas books still show PKR depth — product popularity is not the same as local licensing. Local offer context: Pakistan promo code · Urdu: اردو.
Compared with Nepal: both ban gambling, but Nepal’s user-side enforcement messaging is often sharper; Pakistan’s public enforcement story is denser around PTA apps and payment rails. Compared with Bangladesh: different enforcer pair (PTA/SBP vs BTRC/BB) and different wallets (JazzCash vs bKash).
Where these facts come from
Gambling law is the one thing on this site you should not take on our word alone:
- Pakistan blocks apps linked to illegal betting — the NCCIA list of 46 applications declared illegal in August 2025, with 1xBet, Bet365, 22Bet, Dafabet and Aviator named, and the request to the PTA to block them.
If this page contradicts the NCCIA or the PTA, they win and we will correct it.
If you choose to bet — reduce the risk
- Finish an ID check early so withdrawals are not delayed — see how to register.
- Use mobile money you control (JazzCash, EasyPaisa) and withdraw to the same one — see JazzCash deposits.
- Expect payment friction — methods can stop working when the State Bank acts. Crypto is the most resilient channel.
- Keep records for any tax reporting.
- Bet only what you can afford — see responsible gambling.
- Read the offer first — bonus account rules and full bonus terms. Check whether the operator itself is trustworthy — our independent is 1xBet safe & legit review.
