Who regulates betting in Nigeria

From federal to state. For years the federal National Lottery Regulatory Commission (NLRC) was the central regulator, alongside state bodies. On 22 November 2024 the Supreme Court decided Attorney-General of Lagos State & Ors v. Attorney-General of the Federation & Ors, holding that lotteries and gaming are a residual matter — within the exclusive legislative competence of the states, not the Federation. It nullified the National Lottery Act's reach into the 36 states and restrained federal enforcement there. The NLRC's writ now runs to the Federal Capital Territory rather than nationwide.

State regulators. The most prominent is the Lagos State Lotteries and Gaming Authority (LSLGA). Other states run their own gaming boards. An operator either holds a licence in each state it takes bets from, or a Universal Reciprocity Certificate issued through the Federation of State Gaming Regulators of Nigeria, which covers the participating states at once.

For players this changes little day to day — betting remains legal — but it explains why Nigeria’s regulatory landscape is described as evolving rather than settled.

The 2025 attempt to put it back under Abuja — and why it failed

You will see the Central Gaming Bill 2025 in Nigerian gaming news, and it is easy to read as settled law. It is not. The Bill would have restored federal licensing and revenue-sharing over gaming, including online play, and it passed the National Assembly. The President declined assent, holding that gaming stays a residual state matter and does not become federal merely because it runs over telecoms infrastructure. State regulators had opposed it as a re-run of the Act the Supreme Court had just nullified.
