Is 1xBet Legal in Sri Lanka?

The short answer

Betting itself is lawful and taxed in Sri Lanka. The law was written for physical venues. An overseas site sits outside that framework.

1. The company’s licence — 1xBet is not licensed under Sri Lanka’s regime, which centres on local establishments.
2. Your legality — because betting itself is lawful and regulated in Sri Lanka, the question for online play is less “is betting legal” and more “is this overseas operator inside the local framework.” It is not. Hence the grey area.

The legal framework

Betting and Gaming Levy Act (No. 40 of 1988, as amended). This is the core statute. It establishes that betting and gaming are permitted as licensed, levied activities. It sets the charges operators must pay. Sri Lanka has licensed gaming/betting establishments (notably in Colombo). That is why the country is not a prohibition market.

Built for land-based venues. The Act predates large-scale online betting and is oriented to physical premises. Online betting at overseas sites is not expressly licensed under it. That left overseas play unregulated rather than banned — until the 2025 reform below.

Public attention. Betting-brand sponsorship of Sri Lankan cricket has drawn legal and ethical debate. That pressure, plus the tax revenue leaking to unlicensed online operators, is what finally produced a dedicated regulator.

The 2025 reform: one regulator, online in scope

In 2025 parliament unanimously passed the Gambling Regulatory Authority Act, and the president gazetted it into force from 1 December 2025. It creates a single independent authority covering casinos, online gaming, offshore operations, betting and the Port City Colombo zone. The government's stated reason for moving fast was blunt: there was no system to collect tax from online operators, and officials estimated 60–70% of Sri Lankan casino play had already moved online.

The grey area closed on 5 August 2026. The Telecommunications Regulatory Commission of Sri Lanka directed every telecom provider to restrict access to 24 online gambling sites operating without a local licence, with immediate effect. 1xBet is named on that list, alongside bet365, Stake, Betway, 22Bet, Melbet, Parimatch, Mostbet, 1Win and BetWinner. The order was announced by the Ministry of Digital Economy under the Gambling Regulatory Authority Act.

So the answer on this page changed. Betting itself is still lawful and taxed in Sri Lanka — that has not moved. What changed is that using an unlicensed overseas book is no longer an unregulated grey area but an activity the regulator has acted against: the Act requires a licence under sections 15, 16 and 18, with a separate digital gambling licence for online play, and an applicant has to be incorporated under Sri Lanka's Companies Act. Advertising gambling conducted in breach of the Act is itself an offence. The authorities asked the public to stop placing money with platforms outside the framework.

The penalties in the Act are written for operators and advertisers rather than for players, which is the same shape as India's ban. But the practical position for a reader here is simple and it is not the one this page gave a month ago: the site is blocked at your ISP, it holds no Sri Lankan licence, and you have no local consumer-protection path if money goes missing. Parliament set 30 June 2026 as the target for standing the Authority up. That date has passed, and we have not seen a licensing route for overseas operators published since — which is not the same as knowing there is none, only that we have not found one. The two things a reader can check for themselves are unchanged: no Sri Lankan licence, and an ISP block in front of the site.
