How licensing actually works
There are two distinct licensing concepts:
- Operator license — the regulatory framework under which the operator runs. 1xBet's international operation runs on a Curaçao license. The operator may also hold local licenses in specific markets.
- Player legality — whether you, as a resident of country X, can legally bet at an international operator. This depends on your country's laws regarding online gambling, foreign operators, and offshore betting.

Elsewhere enforcement has aimed at operators and payment routes rather than players, but laws change quickly.
India
Operator status: 1xBet accepts Indian players. There is no central Indian gambling license held by 1xBet.
Legal context: Since 1 May 2026 the central Promotion and Regulation of Online Gaming Act bans real-money gaming nationwide — offering, advertising and processing payments for money games are criminal offences, while the individual player is not expressly criminalised. That national ban now leads; the older state-by-state layer (Telangana, Andhra Pradesh and Tamil Nadu bans; Karnataka's contested ban; Sikkim and Nagaland frameworks) still exists underneath it. Online sports betting at foreign sites is still widely used by Indian players, and the Act's penalties aim at operators, advertisers and payment providers rather than the player. The national ban now leads — state rules matter less than they did before May 2026. Not legal advice.
Nigeria
Operator status: 1xBet is widely available in Nigeria. Local licensing of online sports betting now sits primarily with state regulators like the Lagos State Lotteries and Gaming Authority — a 2024 Supreme Court decision reinforced that betting regulation is mainly a state matter, after years when the federal NLRC played the central role.
Legal context: Online sports betting is legal and licensed in Nigeria for operators that hold a permit. The Nigerian player base is large and the market is competitive. Naira (NGN) is well-supported.

Kenya
Operator status: 1xBet serves Kenyan players. Local licensing for sports betting is administered by the Betting Control and Licensing Board (BCLB).
Legal context: Sports betting is legal and regulated in Kenya. Multiple operators hold BCLB licenses. The Kenyan market has matured significantly with M-Pesa integration making it one of the most active African markets.
Tanzania
Operator status: 1xBet serves Tanzanian players. Local licensing is administered by the Gaming Board of Tanzania (GBT).
Legal context: Sports betting is legal in Tanzania for licensed operators. The market is well-developed with strong mobile-money integration.
Bangladesh
Operator status: 1xBet accepts Bangladeshi players.
Legal context: Online gambling in Bangladesh is prohibited. The Public Gambling Act of 1867 sets the baseline, and the Cyber Security Ordinance 2025 names online gambling directly — taking part is punishable by up to 2 years or a Tk 1 crore fine. Pakistan
Operator status: 1xBet accepts players from Pakistan. There is no Pakistani license.
Legal context: Pakistan's gambling laws prohibit gambling, and the pressure moved online in 2025: the NCCIA cybercrime agency declared 46 betting apps illegal — 1xBet named — with PTA blocking, and PECA treats hosting gambling apps as a cybercrime. Enforcement targets operators, apps and payment routes. JazzCash and EasyPaisa are used as deposit channels at the user's own risk.

What about taxes on winnings?
Tax treatment of betting winnings varies by country. India: 30% TDS on net online-game winnings under section 194BA (rate in 115BBJ) and 28% GST on the stake — as widely reported; the government texts did not render for us. Kenya: 1xbet.co.ke’s own general rules print a 5% tax on deposits and 5% on withdrawals from 1 July 2025 (read 4 September 2026); the withholding rate on winnings, and the Act behind either, we have not read. Can I be banned for using a VPN?
The general terms we read (Kenya, 4 September 2026) do not name VPNs, but they let the operator block an account, cancel payments and hold funds while it investigates anything it treats as fraud — and registering from a country the site does not serve is the obvious case.
